Billy is 100 percent pro-life. He believes in the sanctity of human life, beginning at conception, and fights to protect the rights of the unborn.
When the Supreme Court decided Roe v. Wade in 1973, it threw open the doors for abortion without giving the people an opportunity to make their views known on the issue through elected representatives. The judicial protection for abortion has unfortunately continued in opposition to the expressed will of the majority of the people.
Billy focuses on legislation that protects life from conception, prevents taxpayer dollars from funding abortions and ensures no funds provided under Title X are awarded to entities that perform services for, or provide funds to, other entities that perform abortions.
Billy is a proud member of the pro-life caucus, a bipartisan group of representatives against the practice of abortion, who believe in fostering legislation that promotes life. During his time in Washington, he has, and will continue to, actively fight legislation that allows taxpayer dollars to fund abortions and advocate for the rights of the unborn.
Billy has worked towards these goals in his support of the Born-Alive Abortion Survivors Protection Act, No Abortion Bonds Act, and the Adoption Promotion Act.
Agriculture is a vital part of the Seventh District’s economy. It is important that Congress support the growth and development of agriculture by fighting for policies that encourage economic growth in Missouri and nationwide.
We must ensure that farmers get relief from the regulatory burdens that kill job creation and make life even harder. Billy is proud of the bills he has sponsored that enable farmers to work their lands without unnecessary paperwork and the need to comply with ridiculous government regulations.
Agriculture has been at the forefront of our economy since its inception. America has been the world’s leading agricultural producer for many years, and with our vast natural resources, it needs to stay that way. Agricultural products are a source of significant exports, which benefit our overall economy while providing Americans with a stable, safe and nutritious food supply.
Billy looks forward to hosting on agricultural tour of southwest Missouri every year, where he takes local constituents to meet with farmers in the district and hear about the issues they face. He will continue the fight to expand international markets for Missouri’s agricultural products and rein in the federal government’s overreach of farming activities.
Billy works for agriculture in his support of bills like the Transporting Livestock Across America Safely Act, Animal Health and Innovation Act of 2018, and Agricultural Certainty for Reporting Emissions Act.
Billy has always believed parents and school officials, not the federal government, best understand the educational needs of their children and students. Consequently, one of his top legislative priorities is removing federal burdens that interfere with state and local autonomy when it comes to education. Currently, there are many unfunded federal education mandates that try to force a one-size-fits-all system on our children.
Educating a child is a once-in-a-lifetime opportunity. The years before a child reaches kindergarten are among the most formative. That’s why Billy supports programs such as Parents as Teachers, started by Senator Kit Bond. This program gives parents the resources they need to best prepare children for school. It encourages parents to become engaged early-on in the learning process.
The problems facing students in Springfield are different from the problems facing students in St. Louis, let alone California or New York. The federal government should empower local educators and parents with the tools they need to address problems as they see fit. Washington bureaucrats who have never set foot in the state of Missouri are not the answer. He supports bills like the Education Savings Accounts for Military Families Act of 2018, the Internal Revenue Code of 1986 to allow section 529 education accounts to be used for homeschooling expenses, and the Teaching Health Centers Graduate Medical Education Extension Act of 2017.
As a member of the Energy and Commerce Committee, Billy’s focus is ensuring Americans get the energy they need in the most efficient and cost-effective ways. Our current domestic energy production cannot meet the needs of consumers, which is why he supports an “all-of-the-above” energy policy, which takes advantage of all of our options and resources.
Increasing domestic energy supplies and reducing dependence on foreign oil will strengthen our country. Reliance negatively impacts the economy and poses a serious threat to national security. We must continue to reduce burdensome regulations surrounding energy production while encouraging all types of energy moving forward. We need more oil, gas, coal and nuclear energy production combined with wind, solar, hydropower and geothermal energies. This will lower prices, create jobs, and reduce our dependence on foreign oil.
The majority of Billy’s work focuses on fighting for energy and the environment. He has supported many bills in favor of this including the Diesel Emissions Reduction Act of 2017, AIRWAVES Act, Recovering America’s Wildlife Act, and many others.
Our immigration system is broken. The core issues are a lack of border protection and immigration-law enforcement. To strengthen and enforce immigration laws, we must first secure our borders. When left open, it allows criminals, drug traffickers and potentially even terrorists to enter our country. This is a grave threat to our nation’s security and cannot be overlooked.
Billy supports doing what is needed to secure our borders. Specifically, he supports requiring the Secretary of Homeland Security to certify to Congress that the United States has operational control over the southern border. This has to be the first step in the process of fixing our immigration system. We must authorize and deploy more border-security personnel, maximize technology and work with border states to ensure we maximize our efforts.
The Trump Administration has taken actions to help with these issues, but there is still more to be done. We must enforce our laws and ensure those seeking citizenship do so in a legal manner.
Billy has supported many laws to help protect these rights, including Build the Wall, and the Enforce the Law Act of 2018.
National security is one of the most important responsibilities of government. Since 9/11, we’ve made great strides in improving our national defense. However, we must always remain vigilant. A strong military, supported by robust defense spending, has already prevented many threats and has paid for itself many times over.
Disarming America to save money in our national spending budget is something we truly cannot afford. Defense is the core responsibility of our government and Billy advocates for a strong military that is able to confront any challenge that threatens our nation.
We must always support our troops. Our service men and women make our military the strongest in the world. They defend our nation and our way of life against those who would destroy our safety, freedom and values. Congress must give them unwavering support to complete that mission in the most effective ways.
Small businesses are the heart-beat of this economy. They represent 99.7 percent of all companies in America, employing half of all private sector employees and accounting for more than half of that sector’s economy. Americans do not owe their prosperity to the government; they owe it to the men and women who have, and continue to, achieve their American dreams.
The current Administration has created a more robust economy with historically low unemployment. Tax cuts designed to support businesses and American citizens continue to lift and stabilize this growth. It is government’s job to support and facilitate entrepreneurship and business growth, creating opportunities for millions of people.
Another significant way we can help small business is by repealing the job-killing healthcare law passed in 2010. This law burdens small businesses with increased costs that force them to eliminate health care choices or eliminate employees. Billy continues to support efforts to replace the current system with real reform and options that continue to protect those with pre-existing conditions; support health and wellness; lower prescription drug costs; and offer affordable plans to employers. He has supported many bills to fight for these things such as the Small and Seasonal Business Relief Act and the Save Local Business Act.
During the ongoing budget debate, many have suggested tax increases need to be a part of any eventual solution to our deficit. Billy firmly rejects this notion.
Our nation’s deficits are not because we are taxed too little, but because Washington spends too much. He disagrees that tax cuts are responsible for deficits—this assumes tax dollars are government money and it, in turn, allows citizens to retain a portion. The tax money American people give to the government should be for critical priorities, not pork barrel projects. In line with this philosophy, Billy supported the Taxpayer Transparency Act of 2017 and the Permanent Tax Cuts for Americans Act.
Billy believes in a balanced budget that limits government spending beyond what it receives. He does not support increasing taxes for Americans to make up the difference. Congress must always seek ways to pay down the national debt.
While we can never satisfy the debt owed to America’s serving and fallen heroes and families, Congress must continue to put our troops, veterans, and their families first. At a time when our service members are returning home from multiple wars and conflicts across the globe, we must provide the support they have rightfully earned. Our veterans have honorably served this country and it’s time for the country to serve them.
Significant advancements have been made to improve veteran’s healthcare, support families, and provide educational and job opportunities, but more needs to be done. That is why Billy will continue in his unwavering of veterans’ issues in Congress.
Billy cosponsored the Military Retiree Health Care Relief Act so our military retirees won’t have to worry about rising health care costs. It allows a refundable tax credit for premiums paid to military retirees and spouses or provides them with supplementary medical insurance under Medicare Part B of the Social Security Act. Billy also cosponsored the Disabled Veterans Tax Termination Act, a bipartisan piece of legislation that amends retired veterans’ pay so that they can receive both retiree pay and disability compensation.
Billy has fought in support of our veterans with bills like the Full Military Honors Act of 2018 and the Preserving America’s Battlefields Act.
